Welcome to Manhattan turns Control Resonant from a corridor into an open city, unlocking the map, fast travel, Zone levelling and the Talent tree. It ends with the Level 1 Keycard that opens a large chunk of content you have already walked past, and it introduces the charge-carrying mechanic the game leans on for the next twenty hours.

This is the first mission of the Contain the Crisis chapter and the second of the campaign. Dylan now works for the FBC under Zoe, with a Mobile Containment Device attached to his skull as insurance.

Leave the Oldest House

Before you walk out, two things inside the Oldest House are worth the detour.
Emily Pope stands near the entrance and gains new dialogue every time the story moves, flagged by a red triangle above her interaction icon. Checking her between missions saves backtracking later.
The Wardrobe is the blue box against the wall shining light onto a clothing rack. It stores every outfit and hairstyle you collect, split into Top Layer, Base Layer, Accessories, Hair, Facial Hair, and Body and Face, with colour options on hair and some outfits.
When you are done, head through the doorway past the large FBC logo. Stepping outside names your Zone, Downtown, and Zoe explains the arrangement over the radio.
Help with the Mapping Pylon

Your map is blank except for a mission marker, and Mapping Pylons fix that one Zone at a time.
Head south past the large gates to an open area with your first Orientation Point. Activate it, then find the lift on the side of the building, pull the lever lit green to bring it down, and ride it up, because the Pylon sits on a rooftop rather than at street level.
Three Sensors must be active before the central Pylon works, and the first is on this rooftop. Activate it, then look south for a man holding a green flare, who points you toward his colleague at the Pylon itself. If you lose track of the remaining Sensors, the dishes on the large tower point toward the smaller ones.
Second Sensor. From the Mapping Pylon, look north toward the building with a red brick wall above its roof and white graffiti. It sits on the roof's corner.
Third Sensor. From the southern corner of the Pylon building, look southeast toward the rooftop basketball court.
The basketball court also holds a Fast Travel Door. Activate it to stabilise it, which makes it a destination you can return to from any other door. Their map icons look like arrows pointing up into a doorway.
With all three live, return to the Pylon and activate it for the Downtown map. This also starts the side quest Mapping the New New York, which tracks every Pylon in the open world, and usually levels the Zone for a Talent Point.
New Systems Introduced in Welcome to Manhattan

This mission front-loads most of the game's open-world systems.
Map Kits. Revealed Zone maps, icon shaped like a small antenna. Finding one should be your first move in any new Zone, and they sit on the ground or on rooftops.
Orientation Points. Short pylons emitting a shaft of light. Getting close saves your world state and inventory. There is no manual save in Control Resonant, so these are your only checkpoints.
Fast Travel Doors. One per major location, activated on contact.
Zone XP and Zone levels. Everything you complete in a Zone feeds its XP bar. Levelling it unlocks perks such as Health Element boosts, Source drops and outfits, and awards a Talent Point, which is the main reason to detour for side content rather than beelining objectives.
Talent Points. Spent at the Gap by interacting with the pile of stones. Talents scale melee damage and Falter or upgrade abilities like Rush. Dominance is the sensible first pick, since it bundles several combat boons into one purchase.
Radio responses. A radio icon with a blue timing circle appears during conversations. Replying is optional, silence is a valid answer, and none of it changes outcomes.
Enemy levels and Build Power. Enemies carry a level in a diamond icon next to their health bar. Grey is trivial, a red number on black is a step up, red on red means trouble, and a skull means come back later. Your side of that is Build Power, shown under Stats and Effects in the Loadout menu and raised by Talents, new Aberrant forms and form upgrades. If a quest feels impossible, raising Build Power is faster than grinding attempts.
Find the Maintenance Worker

Zoe wants Dylan at the Watchtower, but the Central Checkpoint is unpowered and the engineer sent to fix it, Baker, has stopped reporting in.
Open the map and look for the search zone at an intersection southeast of the Mapping Pylon. Rooftops, streets or a mix all work, though the streets have stores worth entering for Resource Crates, collectibles, side quests and puzzles, all of which feed Zone XP. Expect Hiss led by Heavies at the intersection, and activate the Orientation Point there before the fight if you can.
Follow the street east to the dead end. Across from a van is a foldable chair holding A Note From Baker, in which he makes his feelings about working with Dylan clear and announces he has gone to handle the power alone.
Report to Zoe, then continue east to the tables and computers. A lit table next to a typewriter holds the Power Core Servicing Diagram, a hand-drawn set of instructions whose short version is to move power from Point 1 to Point 5, the Central Checkpoint. It is re-readable under Archives, Collectibles, FBC Logistics. As you leave it, the Board points out that the Aberrant can hold an electrical current.
Move the Charge to Central Checkpoint

Hitting a charged Power Core loads the current onto your weapon. It decays quickly, so this is a relay: grab, sprint, deposit. Dropping the charge resets it to the last active core rather than the start.
Six Power Core Stations sit inside the quest boundary, marked with battery icons. Charged cores hum and glow white, inactive ones pulse red.
Leg one. From the note table, look near the corner at the end of the street for the charged core. Hit it, dash to the intersection, and deposit the charge at the pylon core.
Leg two. The next inactive core sits in an alley northwest. Take the charge, dash west, and turn right into the scaffolding opening with the green tarp. Charging that core opens a shutter, and the blood trail inside leads to Baker's body. Report it to Zoe, then grab the Resource Crate in the building.
Leg three, to Station 1. Take the charge and head northeast, but stop before the alley. The floor there is lined with something fleshy that spits spikes when you stand on it. You can dash across, but you cannot stop. The faster route skips it entirely: Double-Jump onto the scaffolding on the left, leap to the lift on the far side of the alley, then clamber over the buildings to the rooftop core.
Leg four. Look north for a roofless concrete building, drop in from above, and charge the core in the centre next to some FBC rangers who are not thrilled about the alarm it sets off.
Leg five, to Station 2. Grab the nearby Large Resource Crate first: from the Power Core, leap onto the metal case by the northern wall, climb, and jump to the next rooftop. Crates marked with a cartoon ice cream mascot award a Health Upgrade Point, and three extend your health bar. Then take the charge, dash through the doorway onto the street northwest, turn right, and follow it to the core in front of the Central Checkpoint.
Defeat the Hiss at the Checkpoint

Powering the checkpoint immediately triggers an Arena Encounter with two Heavy types you have not seen.
Hiss Focused. A flying enemy that charges and fires an energy beam, telegraphed by a harmless aiming laser. Kill these first, because the beam will find you while you are busy elsewhere. You can also line other Hiss up between you and it and let the beam do your work. Shield blocks the beam, but only for as long as your Power holds.
Hiss Pursuer. A fast melee Heavy that closes distance quickly. Dash through its attacks and hit it from behind, away from the claws.
Clear them both to open the checkpoint.
Meet Zoe at the Watchtower

Take either Zone access point beside the checkpoint's large door, pull the lever by the green light, and ride the elevator up. Follow the path around to the access points on the far side and drop down the shaft. Past the FBC storage area and an Orientation Point is the Watchtower, in the Central Zone, with Zoe's office through the doorway right of the windows.
Zoe lays out the city's Zone structure: the Oldest House in Downtown, the Watchtower in Central, the Evacuation Zone east and the West Incursion Zone west. She flags a possible Resonant Entity in the west, which starts the Defeating Resonants chain, and reveals that Co-Director Arish vanished investigating a Patterned site. She then hands you an elevator key for the underground supply lines, which unlocks Evacuation Procedures, though you cannot start it until this mission finishes.
Do not leave the office yet. The window behind Zoe holds four points of interest, and reporting them is the cheapest side quest unlock in the game.

Not every Resonant Entity is required, but each one awards another Combat Ability, which is the biggest single lever on how hard the rest of the game feels.
Clear the Supply Route

Activate the Fast Travel Door first, in the room across from Zoe's office to the right of the entrance.
Then follow the path right to the corner of the window and drop through the yellow-lit gap in the floor. Below is a Resource Crate and a Wardrobe. Unlock the corner door, go through, take a left past the large sign by the windows, and use Zoe's key on the elevator. An Orientation Point waits at the bottom with the collectible Status Enquiry beside it.
Follow the hallway into the chamber with brick pillars, a Power Core puzzle with two payoffs.
The optional one first. Drop to the floor, hit the active Power Core, dash right to a ledge, leap up and charge the inactive core there. The door it opens holds a Large Resource Crate shaped like stacked bricks, which awards a Power Upgrade Point. Three of those raise your Power pool.
Then the route. Take a fresh charge and dash north to the locked door on the upper level, in the corner above the stack of white boxes. Charging that core opens the way forward.
Past the door and an Orientation Point is a Ranger corpse you can report. Keep going, clearing Hiss and Heavies, until you reach a red-lit room with three floating bodies. Reporting these gets Zoe's note that the rangers were heavily armed, meaning whatever killed them was worse. The locked Power Core door here matters shortly.
How to Beat William

The next room is an Arena Encounter with a named enemy.

William throws explosives that fill the burn meter on your HUD. When it maxes you catch fire and have to dash it out. He flies, so ground attacks do very little: leap at him from an angle and hit him in the air, repeatedly, through a large health pool. Kill him before touching the other Heavies, because he out-damages all of them and he is the only one you cannot ignore while repositioning.
Named enemies like William appear throughout the game as harder versions of standard units. His Archives entry sits under Enemies, Hiss Research, as Hiss Riveter Apex.
Unlock the Watchtower shortcut
Worth two minutes. From the bottom floor of William's arena, find the active Power Core, take the charge, and climb the ledges to the corner doorway. Follow the hallway, turn right at the rangers, and charge the locked door's core. The hallway beyond opens a second door back to the first Supply Route Orientation Point, giving you a direct line to the Watchtower.
A Resource Crate also sits along the catwalk after the arena, behind a door with an amber light, at the end of a twisting hallway.
Get a Security Keycard

Follow the FBC FIELD OFFICE sign to the subway platform, then take the stairs at the far end from the entrance.
Two crates are worth grabbing. Turning left on the platform and following the southern stairs leads to a room with a Resource Crate by some tables, and a side room near the green-lit exit door holds a Large Resource Crate worth x1 Health Upgrade Point.
Climb the stairs to the surface. Zoe now wants you at the Field Office for a security keycard, with the complication that Arish is the only person authorised to issue one and he is presumed dead.
Activate the Orientation Point at the intersection, then follow the corner sign down the road to a security station, where the guard refuses to let Dylan through. Argue or let Zoe handle it, the result is the same: she calls the booth and the guards fold.
Past the checkpoint, Zoe explains the plan is for Dylan to simply take a card. Pass the next Orientation Point to the open ground outside the office, where the Field Hospital and Security Station stay locked until you have it.
Activate the Central Mapping Pylon first. It sits on top of the large orange Security Station, along with the Field Office Fast Travel Door and the collectible ShenyangIMC Door (AI2294-UE).
From the corner facing the Field Office, look east for two Sensors, one on a blue structure and one on an orange structure near the office. From the corner beside that one, look north for the third on another blue structure. Activate all three, return to the Pylon, and turn it on for the Central Zone map. Then walk into the Field Office through the front door and take the keycard off the centre table.
Welcome to Manhattan Rewards
Completing the mission awards x1 Living Shard and the Level 1 Keycard. Level 1 Security Clearance opens every door with a matching plate, including several you walked past in Central Executive during the opening mission.
Common Mistakes
Walking the charge instead of dashing it. The decay timer is short. Dash between every core.
Stepping into the spiked alley. The floor growth fires if you stop or slow down. Better still, take the scaffolding over it.
Skipping the Watchtower window reports. Two Resonant side quests and a Zone unlock, for thirty seconds of standing still.
Leaving Fast Travel Doors unactivated. Three appear here, at the basketball court, the Watchtower and the Field Office. Missing them means a lot more walking in the next two missions.
What to Do Next
The world is fully open once you take the keycard, so side quests and Resonant Entities are both available now. The next mission is Control Resonant Evacuation Procedures Walkthrough, which sends you into the Evacuation Zone after the source of the tremors and ends with the Level 2 Keycard. With Level 1 clearance in hand, it is also worth circling back through Downtown and Central for the doors you could not open before.
